When Congress passed the Omnibus Budget Reconciliation Act of 1987, a provision was contained which federally mandated all U.S. states to approve their own certified nursing assistant (CNA) training programs.

In Minnesota, the Department of Health currently approves 130 CNA MN training programs throughout the state (in addition to maintaining a registry of those legally licensed to practice as nursing assistants).
